fresh install w/ "win 7 starter to home premium"

i'm building a computer for a relative and am looking to pick up a copy of win7 home premium as cheap as possible.

i already have a win7 disk capable of installing any version (provided i purchase the correct product key)

does anyone know for sure if a windows 7 starter to home premium upgrade includes a product key capable of fresh installing windows on?

i know for a fact that the winxp to win7 anytime upgrade editions are possible to do a fresh install on. just not sure if the win7 starter to premium upgrades are (and if they include the coa sticker and a fresh new product key or not.

i looked to see if i could buy just a license from microsoft but they only have 8.1 listed and i refuse to contact them on the phone.

so if anyone can tell me if this would work or not (mainly if they have a product key which works for a fresh install and the coa sticker) that would be great.

again i already have the install media so dont worry about that.

provided it had a product key i could use for a fresh install and not some sort of strange code which wouldnt work. working on a tight budget and getting windows for $50 instead of $88 would help alot. if it was a winxp to win7 upgrade i'd grab it up however not so sure about this kind!
