Fresh Install Windows 7 can't install Nvidia Drivers

Hello, I recently had to install a fresh version of Windows, everything went fine up until I decided to install the drivers for my 1050ti GPU, when I try to install them it I get the following error screen

I even tried to reinstall the OS again and I get the same exact error.

It looks like the visual c++ redistributable package is broken. The installer for it can be downloaded from Microsoft:

https://visualstudio.microsoft.com/downloads/

Scroll down near the bottom to "Microsoft Visual C++ Redistributable for Visual Studio 2017." Use the 64 bit link

When I try to install it on it's own i get another error like this

Also, make sure time and date are correct (if the time is off by one or two hours verify time zone also). It may help to install the redistributable package in safe mode with networking if it continually fails in normal mode (then reboot and try the driver again)

No this is a completely fresh install of Win7 Ultimate, the only thing I have on is the browser I downloaded so I could download the drivers.

Well turns out it was way more simple than I expected and it's kinda my fault.
I made sure to install the service pack when windows update first asked me but it must have failed or something because it didn't actually install.
After installing and restarting my computer I was able to install the drivers and the visual C++
 



Most windows updates, especially of the major variety like a service pack aren't really installed until after that restart. That whole process that happens during the restart when the PC isn't usable is where a lot of the work in actually making the update package usable happens.
