I hope this is the correct place for troubleshooting. If not, please move this thread.
Specs:
TLDR: My PC will not POST or randomly POSTs.
I received all of my parts yesterday morning and began building shortly thereafter. I started in the case, hoping everything would go smoothly. It didn't: I attempted to do a boot test and there was no display and no BIOS beep, despite all fans running.
Next, I figured the board might be shorting somewhere and did a test boot on the Mobo box and the same thing happened. I fiddled around with the cords, making sure they were all snug and tried again. This time the BIOS gave a single beep and gave a successful POST. I had to leave for a quick work meeting and when I came back and tried to start it again, there was no display and no beep. I didn't change anything from before; I neither touched nor moved anything. I messed around with it a little and removed the RAM. Nothing. No BIOS errors.
I put the RAM back in and reversed the speaker to ensure that I didn't have it backward and it gave a single long continuous beep (for clarity: the sound didn't stop, as in there were no breaks in the beep). I don't think that's a normal AMI BIOS error, but please correct me if I'm wrong.
I'm not an expert with AMI so I switched the speaker again and put one of the sticks back in and it gave a single beep and posted successfully (I'm assuming at this point the polarity doesn't matter). I continued to power the system down and let the power drain and restart it to make sure it wasn't a fluke. After five successful POSTs, I figured one of the RAM modules was corrupted and decided to try to build it back in the case. I wanted to make sure so I switched the modules out and the PC posted successfully. I put the other stick in: nothing. It would only post with one module now (it posted with two earlier before I left for my meeting) in either of the DIMM slots. (I checked the system information in the BIOS every time and the RAM and CPU correctly displayed--I didn't check the GPU.)
I've heard that the memory controller on the mobo can be funky and also that the ram itself can cause this problem. I don't have any other components around to test, so I thought maybe it was just the RAM together and decided to go forward with the build with just one module. Once the basic components were installed again I experienced the same thing as before: no display and no beep.
I took it out again and that's basically where I'm at now. No matter what I do now, the PC won't beep or give a display.

I'm assuming now that it's a hardware issue. Either the PSU or Mobo is bad. I'm assuming the RAM isn't because the mobo won't POST even with the RAM not installed.
I'm at this point at a loss and I'm waiting for a friend to bring his PC over so I can test some of my parts. Does anyone have any other ideas?

What I've done:
Reseated all components (minus CPU)
Reseated all cables
Breadboxed with only CPU in
Cleared CMOS with pin and battery removal
