Fresh Win10 install or clone from HDD when old system frequently shows disk usage at 100%

I have an ancient WD 1T HDD that is probably 6 or 7 years old. I recently reformatted and installed Windows 10 and a decent game library but my system frequently shows disk usage at 100% (there is not much else on the computer besides games, so Im not sure what is causing the 100% disk usage).

I bought a 525GB SSD and am wondering if you guys think it would be smart to do a fresh install of Windows because of the old HDD disk usage (thinking it might be a virus or some reason that might cary over to the SSD if I cloned the HDD)
Or do you think a clone of the HDD will be fine and that the disk usage is probably due to the age of the HDD?

NOTE: the clone of the current setup is only 225GB total

I cloned a half failing drive that was terrible shape and it still runs lighting quick on a friend's computer. Sometimes it doesn't work out that way. I'd try the clone and see how it goes don't wipe the hd. If it works great , if not boot from HD, format the SSD and start over

failing drives make for a difficult copy source - if you can get the copy to complete, I would recommend taking advantage of a nice feature Microsoft added with Windows 10. Built within the OS, you have the option to refresh the operating system. Easiest way to get to that menu is to press the windows key, click the power button icon so that it will show you restart as an option, then press control + shift and click restart. That should get you into the troubleshooting menu so that you can get to the refresh options in troubleshooting. Might be worth take your time on those screens.
