Fresh Windows 10 install - "winload.efi" missing or damaged, can't reach installer

Fresh Windows 10 install from official Windows 10 installation USB, to blank SSD formatted/initialized to GPT. Legacy mode off, full USB on startup enabled, tried bootrec commands, tried all USB ports, etc etc. Only getting "winload.efi" missing with error 0xc0000225.

Instead of a blank SSD formatted/initialized to GPT, delete all existing partitions and try installing in UEFI mode.

Another possible solution is use a different USB and see if it was a fault of the installer itself.
