Fresh Windows and BIOS PC (albeit, used), low fps in all tested games

Freshly installed Win 10 and default setting BIOS,

RAM: 2x8 G.Skill Ripjaws V DD4 3200
SSD: Samsung 960 EVO, 512Gb

Low FPS (min settings) in Dota (80 in lanes and 30-40 in teamfights) and WoW (25-35 in capitals, 100 in the world)

I wouldn't want to start overclocking my PC as I'm not really an expert and I don't want to deal damage to the processor or motherboard, but it seems that overclocking shouldn't be necessary to get way better FPS in those games with this specific setup.

Not familiar with DOTA, but WoW, your performance is not unexpected. WoW is highly CPU dependent, and in cities the FPS always tanks. Even my 4.5ghz 6700k drops into the 40's, in cities. Overclocking should help. At a minimum, you should be able to match a 1600x, with just a multiplier bump. Also, another performance boost can be had from properly setting your ram speed in the bios. Your ram is running at 2133, which is a big deal for AMD. Ryzen needs fast ram to perform. Your motherboard manual will describe how to do it. It should be some kind of XMP setting in advanced memory options.
