[SOLVED] Freshly built pc cant boot

So i recently built a new pc keeping some of my old parts such as the psu, the hdd, the ssd (with Windows on it) and the case. My pc won't boot, it goes to the gigabyte loading screen but then freezes. On my motherboard the f_panel glows red on everything. I assume it's a motherboard problem, specs are:

I5 9600k
Msi rtx 2070 armor 8g
Z390 gaming x
Hyperx 3200mhz 16g
650 w 80 plus bronze
1 tb hdd
120 G ssd

Please help!

Have you tried clean reinstalling windows onto it?
Typically windows should be clean installed when you change major hardware:

I swapped motherboard and it got fixed, thanks anyway!
