Okay I was playing GTA v last night and well I must have been toasty in my case after a while I got like little squares across my screen in like diagonal lines and it froze so I turned it off. toady the port I was using doesn't work and the other are getting to the windows logo the just restarting.

Okay, half-way decent budget PSU... with Teapo caps. According to a review, they tried to make up for that with better airflow and cooling in the PSU... still... It is getting near the end of its warranty period and Teapo caps aren't known for longevity, especially in heat. Unfortunately most places don't have a way to check ripple voltages... just to rule out any contributions from it.

Do you have another computer (friend's, family member's, yours) that's up to powering that 290X? you may get away with a weaker power supply (known to be good) just for testing if it works just as bad or clears up on the desktop (wouldn't risk gaming with a lower power PSU.) If it clears up, I'd look...
The screens that do show up are covered in them artifacts or what ever they are called. I can get to the bios if that makes a difference. If I do leave it to restart just says windows didn't load correctly
 


Okay, that's your GPU. What is your PSU (power supply)?

Your GPU is about four generations old now, so it could have decided to die, but there is always the potential it had help along the way. That is why I'm asking about your power supply. It can cause those issues too if it has a problem.

If it clears up, I'd look at an RMA on the PSU, or just replacing it completely. I'd still try to test it with a PSU that can power it up fully in gaming though to see if it does the same thing. Again, if no change, I'd look at an RX-580 or a GTX-1060 6GB or higher as a replacement. If it clears up and stays that way under load, look for another PSU.

It sounds like it, especially after testing it on another computer. It's up to you how to handle it. If the Mfr had a good long warranty on the GPU (Have to wonder since a few years ago, lifetime warranties seemed to go away on new cards due to bit-coin miners) you could RMA it... or just replace it. I mentioned the options already: look at an RX-580 or a GTX-1060 6GB or higher as a replacement.
