Question Friends can't connect with each other

Two specific friends aren't able to connect with each other in games where a player hosts. With Smash, the game refuses to start if they are both in the arena. If either try to join a session in GTA, the other gets disconnected. In Monster Hunter World, the connecting one gets extreme lag. We're able to play games where there are separate servers like League of Legends but anything where its a player hosting doesn't work. Mutual friends are able to play with either friends but the second they try to play together, they get disconnections or lag.
 
Sounds like their love is forbidden. Fret not, for love always finds a way. I assume they don't live in the same area or house so it should be an internal IP conflict, nor do they share game accounts or computer data. To confirm, they both live individually from each other with nothing shared or copied.

Have them check their PUBLIC IP's and see if they are the same, also have them check their router settings to see if there are any similarities to any thing like mac address or any firewall blockages to ports.

To clarify, they live five minutes apart. Their IPv4 addresses are similar but not the same. They do no share a MAC address, there are no firewall blockages to any ports, and all filters are empty.
