[SOLVED] Friend's computer gets loud and shuts down seconds after it's turned on.

Shortly after turning it on, the fans get loud and it shuts down, usually seconds or closer to a minute, but never much longer. One time she was able to get to the desktop before the PC shut down, and usually it's much sooner, so it's not easy to do things before the screen goes black.

I posted about this PC a few months ago last december, what turned out to be the problem back then was the RAM, cleaning it solved the issue.
She tried the same this time, including cleaning the rest of the PC too, and making sure the fans aren't blocked or dusty.
Replacing the PSU with one from another computer in the house didn't work either.
The PSU is Power Max420 LC420H-12.
The other PSU she tried is Enermax Liberty ELT500AWT.

Leading up to this issue, the PC had been lagging a lot, especially when doing resource expensive things like playing games.

Solution
If it is ramping up fans really fast, and shutting down a few seconds later, I would suspect overheating as well. Might need to reapply thermal paste, after checking if heatsink is properly attached.

It could be thermal issues. Maybe it’s time to replace the CPU? Make sure the CPU cooler is functioning properly

You should monitor the temperatures of the CPU and the GPU and make sure things are getting crazy

It's hard to monitor the temperatures of the CPU and the GPU since the computer doesn't last longer than a few seconds before it shuts down. The picture with the computer specs was taken last december.
