Friends CPU Thermal Throttling

My friends PC can't run any games because they keep crashing instantly when he tries to load them, i made him go to task manager to see the % of things being used up and his CPU is using over 80% not even running any games. I got him to download a CPU temp application and it says they are running at says while downloading a game is at high 80s. He says that steam is taking from 40+% and that system is running rather high as well. is their any fixes for this?
Edit- He tried re-loading a game after waiting a bit but before even without downloading a game he was crashing and now its fixed any reasons why?

To help lower the temp I would dust out the system carefully with canned air, that should get temps within normal range but if not you may need to replace the thermal paste and possibly the CPU cooler. As for usage you need to find out what's causing it, should be located in the Task Manager under processes.
