So, my friend needs a better pc in order to play his favourite games at playable frames

He has a very tight budget.

Will this be enough to play most games at medium settings 1080P and get 40-60 fps?

Does he have any decent parts he can salvage from his old pc? that could save him a bit of money, but if need be i can find one of those r7 360s you mentioned.

He does have a Case and a CX430 PSU from his old build but the Mobo is fried and so is the celeron he had in it, no pci gpu and he sold his 2gb ram stick for 20$
 


Does he still have his old OS? If so, did he want an upgrade? I'm assuming the OS was pre WIN7
