[SOLVED] Friend's New PC Build Not Working

My friend finally updated his pc after a long time without an upgrade. Previously he had an old motherboard(not sure of name) and an AMD Fx 8320 with 8gb or ram. Along with a gtx1060, 750 watt power supply, and a terabyte hard drive. So he decided to finally upgrade his motherboard, cpu, and ram and made the switch to intel. Luckily his brother had an extra motherboard sitting around for years that was never used, (Asus Maximus VIII Hero), so he bought an i5 9600k, and 16gb of corsair vengeance ram.

He put all of the parts in, and claims everything is plugged in properly, however on attempting to boot the pc the fans spun for a second and then shut off, and the pc will not boot. After a while of troubleshooting we noticed that when you unplug the power cable for the cpu, the pc actually boots. Is this a problem with the brand new cpu he was shipped today? According to websites the motherboard should be compatible with his new processor, and the sockets are both LGA 1151. Any feedback is appreciated, and thank you for your help.
