Friend's PC will no longer start

Getting this screen, which definitely seems like a GPU issue to me.

Was having screen freezing issues since yesterday, and a blue screen earlier today, but now it turns off before going further than that picture.

So I'm thinking bad PSU causing problems with everything or just the mobo, but would appreciate more specific ideas.

This is a GPU issue or a driver issue. Is it possible for you to try the card in a different computer just to test if it is the card or the drivers.
