Last time I played GTA V/online was last year december and I played it with 220+ fps with high settings
then after that I reformat my PC. I didn't play that game for almost 10months and Now I downloaded the game
then play it but I only got 25fps with high settings on and then I tried going LOWEST settings, I get around 30~40fps ffs

I don't know if this is connected but before the HDMI port on the motherboard works but now it doesn't..

Note: I did not replace anything on my system.

GPU: AMD RX570 4gb
Processor: Intel I7-7700
RAM: single stick 16gb HyperX 2666Mhz
Motherboard: ASRock Fatal1ty Z170 Gaming K4

I tried cleaning appdata, ran ccleaner, fixed registry issues
I uninstalled unused programs

Make and model of your PSU and it's age? You don't need to do all the above steps listed in the last line, unless you want to ruin your installation of the OS(assuming you're on Windows 10). Might want to source the latest drivers from AMD's support site, then use DDU to remove your GPU drivers, reboot to Safe Mode. Install the latest drivers in an elevated command, i.e, Right click installer>Run as Administrator.

BIOS version for your motherboard?

it worked as I said but now when I play with it... back to 20~30fps man idk what happen
I just tried it last night then I turned it off then went to bed...

(oh one more thing, after I tested it last night, I played LDPlayer (emulator) then I had this error "g_pPipeMemHead" when opening the program, ignored it and continue playing)

okay so I think I found the problem.. my LDPlayer(emulator) messes up with my GPU drivers every time I run it.. I have to remove my GPU drivers using DDU and install it again just to fix it.. What should I doooo?
