front intake fan doesn't spin at startup but

Hi there,I got this weird issue with my 200mm fan..
It started happening about yesterday,when I boot up my pc
the fan starts spinning and after a couple of seconds it stops completely,and only the red led on it works.
The weird part is,when I notice this issue I turn off my pc and boot it again,and the fan starts working as it should.
The fans are brand new,I just got my case replaced for a better one and the other top 200mm and rear 120mm are working totally fine.
What's going on? It drives my nuts to see something so out of place.
By the way,today it took me more than one restart to get that fan spinning again..
Also,there's just no way the fan doesn't get enough power,It worked fine when I got the case,I have this case and the fans for about a week or so,and the store built the pc for
me.
 
I would suspect the fan itself first. I also had a brand new case that came with 2 fans. Neither one would run at start up until I gave it a little poke with my finger. Replaced them both and they run perfectly now. It is possible to have a bad unit fresh from the factory- most manufacturers only test a sample percentage of their product so it is possible a bad one can slip by....

Any other suggestions? by the way the fan is running completely fine now with my pc turned on it's just that sometimes when I turn my pc back on the fan tries to spin and stops completely,only the LED works,the other fans are working fine..
This started happening yesterday.
Also,this doesn't happen on every boot.
Edit: Now I tried to boot and the fan works fine,I'll give an update tomorrow so if you guys could try to point out the problem or something just tell me,thanks.
 
Hey fellas great news!
When I told you I booted my pc and the front fan started spinning and then stopped,that's what really happend.
But what I didn't do is wait untill the windows shows up,that I didn't do at all actually.
So,I waited just for the hell of it for the windows to show up with the front fan not spinning,and to my surprise,the front fan started spinning and is now working properply.
The weird thing now is that the other fans work right away from the boot up,only the front fan starts spinning when windows loads up,I'm guessing the system "tells" that fan to start spinning whenever the temps go up to a certain level (that would be my guess,but the temps aren't bad at all actually,they're totally fine).
So after all of that,you thing that's okay? Or there's something I can do to prevent it?
 
What you don't say is how you're powering this fan - is it connected EXACTLY the same as the 'working' ones, or have you plugged it into the motherboard? I ask because the motherboard connector may be PWM controlled by the CPU temperature. If so, the fan won't start until the CPU heats up (i.e. Windows boots.) The LEDs take so little power, they will probably light 'OK' when the fan doesn't have sufficient power to run. It's highly unlikely that the problem is your PSU as your PC does boot, and despite comments above,and the blades turn freely, then the fans are usually very reliable; it's the overall life which varies with price.according to the bearings fitted.
If the PC doesn't overheat, it may not be a problem anyway; it sounds as though you have plenty of fans!
 
It's connected the same as the other fans.
The fan is working totally fine,same RPM as the other ones,it's just that that specific fan starts a few seconds after windows loads,but the temps are actually pretty good.
 

Oh oh now that you say that I do recall the front fan being connected to pwm control by the motherboard,I think that is it.
