Front panel questions

Hello community. I am having some misunderstandings about my PC. First of all, I have the Zalman Z3 Plus case and ASRock Z97 Pro 4.
When I press the start button, it power ups for half a second then stops, and after 1 second it starts for good. Plus, the mini-speaker inside the case it could be barely heared from some time. And also the HDD activity LED it doesn't work.
What can be the problem? Can you explain me?

front panel led leads are polarity sensitive.
You likely need to switch the leads. The usual convention is for the colored leads to be positive.

As to the delay in startup, it is likely the bios not liking the ram settings, and trying to find one that works.
Use the lower default ram speeds for starters.

In the bios, reset everything to default and go from there.

What settings should be reseted? Only RAM times?

I would start from scratch with all defaults.
Excepting of course selecting the proper boot device.
