Front panel usb 3.0 not working

at this point I suggest booting a live linux distribution (http://www.linuxmint.com/download.php) and testing the hardware in a foreign environment (different OS). the linux is boot able and will not change anything on your system. Boot up the linux and start testing the USB ports. the Cinnamon version is very much like windows (user interface) and should not seem too odd. if the USB 3.0 is showing up and working then you'll know the hardware is good and the problem lies in windows. in which case I would suggest a backup and re-install. if the ports fail in the linux then you'll know the hardware is at fault.

You have gone through the BIOS and verified the settings are correct? I assume yes. if not please go over the manual and verify the BIOS settings are not the issue.

a mechanical problem seems most likely. ie. bad insulation, corroded wire, bad connection
it could be the header on the motherboard, or the cable that attaches to the header. the problem is you only have one of each so testing which is bad will be difficult.

from the pictures I could find the USB 3.0 cable is the covered blue one on the case? correct me if wrong.
the motherboard has one header that will fit that cable? correct me if wrong. Going by pictures here.
 


Yes you're right there is only one of each which sucks but in windows it says:
USB Device (Device Descriptor Request Failed)
 


try this:
go to device manager
open the list of USB devices if not already opened.
on the first device right click on it and go to update driver.
then do the same thing for the second and third, down through the list until problem resolves.

if nothing try this
turn off the computer. unplug your phone from the port, remove the power cord from your PC for 30 seconds, plug in pc , reboot, when windows is loaded, plug in phone again.

if neither of things work let me know I'll keep looking
 


Nope didn't fix it, also in properties of: Unknown USB Device (Device Descriptor Request Failed) in device manager it says: Currently, this hardware device is not connected to the computer. (Code 45) and then it goes to this device is working properly and it just jumps back and forth plus windows keeps beeping very annoyingly.

my usb 3.0 cable had a usb 2.0 header leaping over to the side of it i just used only the 3.0 cable and fixed it
