Question frozen at mobo logo when booting

I got a new PC 2 months ago, now it has little chance it would boot to windows, other times it will be frozen at mobo logo screen.
I tried switching the ram slots, disconnecting all usb, taking out mobo battery, reseat everything, but still no luck.

mobo: h410m h
cpu: i5 10400f
ram: 8gb 2666mhz
psu: 600W
storage: 120gb ssd for windows, 1tb hdd for other stuff
gpu: rtx 2060
