[SOLVED] Frozen GUI's upon upgrading GPU

Recently i upgraded to a 4070ti super from my 1060. And I've noticed that when i tab into steam/discord the GUI will be frozen after being in the background for a minute or two.
The frozen GUI does not react to my cursor as it normally would, the buttons are supposed to highlight as i hover my mouse over them. The GUI will start responding again after a second or two when clicking on the application, but it's still bothersome and never occurred on my 1060.

My system specifications are:
Ryzen 7 3700x
ROG Strix X570-F
Trident Z G.Skill DDR4 16GB 3200MHz (D.O.C.P is enabled)
MSI RTX 4070 Ti SUPER GAMING X SLIM
Seasonic GX-650 Focus

I have turned resizable bar off and that didn't fix my issue.
 
Solution
I've reinstalled my drivers twice through the nvidia app and this issue still persists. Is there another way to resolve driver issues im unaware of?
try running DDU and clean uninstall it.

Then try drivers from nvidia's official website (you can try both game ready drivers or studio drivers).

Probably very likely a driver problem.

noticed this too with my 4080 super, watching a video on youtube and suddenly the browser freezes but the audio keeps playing) and goes back to normal after I move the browser window around.
