Question Frozen PC while running Chrome, GFX driver seems to fail ?

Hello!
Thanks for reading through this as it has been troubling me for months.

With minimal workload, almost 90% of the time is just chrome open, my PC will fully lockup the Windows OS.
The whole PC becomes slow/laggy. Normally my wall paper engine background will have froze and will not be moving anymore. This happened before wall paper engine so I know it is not the cause.
The next problem that happens when it is lagging, is the windows OS becomes relatively unresponsive. I can press start and it opens, however, if I try and power it off, chrome closes all the tabs, but PC doesnt turn off. My search bar no longer will be working. I checked task manager and there isn't high usage from anything.
Only way to fix it is hard reboot by holding down PC power off.


What I've tried:
Drivers are all fully updated and problem persists.
Chrome has been uninstalled and reinstalled.
Making sure ram is fully set.
All cables are plugged in and not shorting.
Fans are all spinning.
Windows ram test, no faults.


PC Specs:
Windows 10 educational
AMD Ryzen 5 3600X 55 °C
B450 I AORUS PRO WIFI-CF
32.0GB Dual-Channel Corsair DDR4-2666
4095MB NVIDIA GeForce RTX 2070 (MSI) 39 °C
HDD: ST2000DM008-2FR102
SSD: WDS500G2B0B-00YS70
Display: 4k acer at 60hz.

Appreciate any suggestions of if there is parts I should RMA.
I'm pretty sure the setup is all supported together but maybe ya'll know better :)
