Question Frozen Taskbar after Clean install of Windows ?

Good Morning, So I have a nagging issue I can't seem to figure out. I built my kids two identical systems. 1 functions fine the other not so much. I did have a bad MOBO ethernet port, so I figured I might have a bad board causing my gremlins. So here is my issue. Clean install no additional startup items. The taskbar will not load spinning circle. If I right click the screen flickers then it loads. Does this about 99% of the time. Then it runs fast and flawless. Any suggestions would be greatly appreciated. Also I notice on the other system when I put in the pin it boots to the desktop in a 1 or 2 seconds this one takes a good 5-10 second before it jumps to the desktop.
