Question Frustrated trying to upgrade memory in new Dell

Have a 10+ year old Optiplex 980 that had a motherboard failure and decided to bite the bullet and get a new Optiplex 3000 tower. The only options available were a 256GB HD and 8GB RAM, so I figured I’d add storage and memory right out of the gate.

It has a Core i5-12500 processor, and the single stick of memory is 8GB DDR4-3200 CL22 ( Samsung M378A1G44BB0-CWE) running at 1600 MHz according to CPU-Z.

I bought 2 x 16 GB Crucial memory with the same specs (DDR4-3200 CL22 w/ heat spreader FWIW), and I can’t get it to work with either a single stick or both. When I plug it back in, I get the power button flashing 2 amber then 5 white, which I understand is due to the memory.

I haven’t found a good reason why this shouldn’t work, so I’m open to suggestions. I had some files on the old drives that I was using an adapter to copy to the new machine, and I could see that the memory usage in Task Mgr was pretty high, so I really want to do the upgrade without paying whatever usurious price Dell wants to charge for another 8GB.

Did Crucial report that this is Dell Compatible Ram ? Buying same specs. != buying Dell Compatible Ram.
There is pairing, single/double sided, registered/unregistered, ECC or Non-ECC, then Dell Proprietary features.
Good question. I couldn’t get the Crucial program that checks for the system to run and give a result. I chose the model just via the site, and it gave me options. The model number for what I bought is one letter off- CP16G4DFRA32A vs CT16G4DFRA32A. The ones on Crucial's site show without the heat sink/cover. The actual Crucial board appends C8FF to the CP model number for what I bought.

The Samsung board that came with it says that it’s 8GB 1Rx16 PC4-3200AA-UC0-11.
