Question Frustrating issue I haven't found a fix for in 4 years.

Frustrating steam issue. Downloads take 5-6 hours I've tried SSD HDD and m.2 and they all take forever to download. It's been like this forever. But if I switch to a different installer like epic games. The most I wait is about 10 mins. Which leads me to think it's a steam issue. I've done all the fixes. And I'm currently out of ideas.

It is either steam settings to limit bandwidth or otherwise, settings related to your firewall, settings related to your router, specific hops between you and the steam servers, or your ISP doing something funky.

Where would I even start to try and figure out the issue? Bandwidth setting isn't a issue. I've disabled firewall. Before no change. And I know nothing about isp. Download speed stays at about 700mbps and upload is 20-40mbps

Only weird thing I think about is across all 3 drives is if I defragment them. They download fast for about 3 mins then slows back down again. Is my PC just messed up? (Also reinstalled windows to try and see if it'd help) it did not.
