Question Frustrating PC issue (already went through the POST guide)

PC would have boot problems after shutting down. Reseating the RAM usually solved the problem until the next time the PC had to boot.

Now PC will not POST at all.
I've tried every DIMM slot.
I bought new RAM (Vengeance RGB Pro DDR4 2666)
I tried a new MOBO (MPG Z390 Gaming Plus)
AND 3 different Power Supplies.

With the new Mobo the CPU light turns red for a second then off.
DRAM light turns on for 2 seconds then off.
Then the system attempts to reboot from the beginning.

This is my work/family/gaming PC and we're getting desperate.

I've gone through the "PERFORM THESE STEPS" Wiki without success. Thank you.

the only thing you didn't swap out is the cpu...
