[SOLVED] Frustrating Random Stutter

Hi All,
I am experiencing a rather annoying problem in some games.

Rocket League runs at 4k highest details at a solid 60 fps with vsync enabled but randomly the frametime jumps from 16ms to 50ms which is seen as a stutter. It repeats every minute or two. With vsync enabled GPU usage is ~45%, cpu usage is ~45% but one of the threads goes between 80 and 98%. I have logs using MSI afterburner and I checked cpu usage when the frametime jumps, and its 75%, so I don't think its a cpu bottleneck. I also tried without vsync, gpu usage goes to 99%, fps is 130, cpu usage is same as with vsync, random frametime jump remained. This is single player match btw, so internet connection is not a factor. I also tested this @1440p vsync on and off, same problem.

Same issue with CSGO (4k ultra details with and without vsync), although I have not tested this in single player mode, although my ping is low 30-50ms.

GTAV runs at 4k ultra without vsync at 40-60fps without any stutter.

Here's a list of my components:
3770k stock clock
MSI Titanium GTX 1070 Ti stock clock
20gb ddr3 1666 ram (3 x 4gb, 1 x 8gb)
250 gb SSD (OS drive), 1TB HDD, 250 gb HDD
Corsair 800 watt 80+ Bronze psu
Sceptre 27" 4k 60Hz monitor U275W-4000R

Solution
No memory manufacturer would guarantee your memory setup to be compatible together. Your own testing shows it does not run correctly.

A recommended setup would be to use a single kit of memory.

I didn't consider ram as a culprit in this but you have a point. I am pretty sure 8gb (2x4) are a kit but the other 4gb and 8gb are not. I can try taking those out and running on 8gb from one kit to see if that makes a difference.
