FS2002 start inhibited because of presence of 3e party file

After installation of FS2002 attempt to start FS2002 game.
A warning comes in the screen: The presence of the 3e
party file (traffic.dll in system32 directory) next to
the traffic.dll file in the FS2002 directory.
The question is: do you want to use this file or not.
If I type NO or YES, the start of the game is broken off.
Trying to erase the file out off the system32 directory
does not help and seems not possible?? (after delete it
comes back all the time?

What to do?

This is usually caused when installing XP service pack 1 after the
simulator, un-install and re-install FS2002 after applying SP1...
