Question fujitsu laptop wont boot from windows 10 usb

hello, my name is Christopher born in the frenchy part of Canada, so please understand my struggle with english.. but i recently moved to the beautiful Philippines just in time for the Chinese invasion, because Canada is having issues at this moment..

so because my macbook died i bought a 100$cad laptop that came with a celeron cpu... when i first got it it kept rebooting at random intervals... and no matter how much i harassed google.com i just couldnt find a solution but came up to just 1 solution... update the bios firmware.. but i can only find a windows bios update but i installed manjaro linux from usb to erase windows 10 thinking that that was the original problem... so my only solution is to either reinstall win 10 or find another way to flash the cmos from manjaro linux.. but heres my problem... this laptop...wont boot from the usb that i wrote windows 10 .iso file onto... using woeusb/etcher/multiwriter/dd/and the default os usb flasher... but i dont think its the usb anymore.... but before i continue...

bios version 1.12
usb silvertec 16gb same one i used to install linux...

in bios... the usb is first in the boot order
legacy support is enabled
usb security boot something is disabed

and there is no excluded items list in the boot order section


during boot.. i smack f12 until i see things i can boot from
i select usb hdd generic something... press enter....screen goes black for a moment and comes back to the boot menu

PS tried to boot from the usb to flash the bios.. same result

i should add that i did something in bios , dont remember what, tried booting from the usb and saw... BOOT DEVICE FAILURE and never saw it again..
