Full Format hdd

I'm trying to do a full format on the whole HDD (not quick format) to wipe and zero fill bad sectors. I know we can uncheck the quick format option to do a full format but what about local disk c how would I full format it?

If you are running windows from that drive you can't, unless it's in another computer and not booted, or when you prepare to do an OS installation.

Yes you can format during the installation but be aware all data and programs on that drive will be deleted.

But won't that be the quick format? (So it won't allow me to full format during OS installation) I'm trying to full format and zero fill the bad sectors.

If you want to do a full format and zero fill the bad sectors look at the bottom of the WDC document you referenced, instructions are listed there.

But the same problem remains for the local disk C :/

Correct, if the C drive has windows on it and if you boot from that disk you cannot format C.

Not what you want, but that is how a PC works,
