full red screen on boot up

So I was in the middle of playing a game on my PC when it freezes up. I wait a little while hoping it will unfreeze before I restart. It never unfroze so I hit the reset button on my case and it started to boot. It got to the bios startup and the logo screen was sort of messed up, it had small lines through it and did not fit the screen. After the bios startup it immediately goes to a full red screen that fills the whole screen. I tried to get it to start in safe mode but I can't even get into the menu to change it. It always goes to the red screen. It then goes black after a while and my TV says "Invalid format" then the computer turns off and restarts on its own. Thank you for any support or a steer in the right direction.

Try another PSU first, if it persists, RMA your video card or replace it.
