Question Full shutdown and restart after a few minutes.

A friend has been working on this computer for another person. The problem is, it has been restarting after a few minutes and repeating the restart. The longest it was on was 00:03:30 then 00:03:15 and kept getting shorter and shorter. Originally thought it was just a cooling issue, turned out the AIO had very little fluid in it. Almost like it leaked out, however there are no sign of leaks anywhere. After more digging we also realized that the owner overclocked the CPU and burned it as well as crushed some pins on the motherboard. Owner also told us the problems started when his house got hit by lightning which was the reason for burn marks on the motherboard. Tested the old PSU and it was fine. We used a known good PSU just to be sure and it still had to the restart issues. We replaced the AIO with a new one, problem continued. Replaced the CPU and motherboard with a used but basically brand new set, problem continues. We tested each stick of ram individually using Memtest86 in a different system, all four passed. We've unplugged everything GPU, RGB strips / controller, network card, all 3 hard drives (M.2, SSD, HDD), computer still restarting. Memory compatibility says it can only use 2 DIMMS but the problem still happens even with one DIMM installed. The only old parts that are installed and are still being used are the Ram chips and PSU.

Any suggestions would be appreciated, we've been on this thing for close to 2 weeks.

The specs to the afflicted system seems incomplete. Please list the age of the platform and the make and model of the PSU(not to mention it's age as well). If there are burn marks on the motherboard, then the PSU didn't do it's job, very likely that it's something akin to Gigabyte's units...and need to be thrown out, as soon as possible. FYI, considering that the system was hit with lightning, the parts in that system will eventually conk out...best rebuild a system with new parts, including new storage.

Yea sorry forgot to add the PSU. I updated the post. The system at least 3-4 years old.

Found the problem, the burnt CPU and board were hiding a problem within the PSU. The PSU was also burnt. We think its because the tester we used doesnt test the full thing. only cpu and motherboard power. One of the fuses that doesnt get used is the cause of the restart problem.

Problem solved.
