Question Fullscreen lagging with RX 580

Whenever I use fullscreen in the windows video player and Escape from Tarkov I get really bad FPS and input lag. My GPU is around 15-20% usage in full screen in tarkov and when I use windowed mode the problem goes away and the card jumps up to 80-90% usage. I have an XFX Rx580 8gb. My other specs are Ryzen 7 2700x (8c/16t @ 4.3ghz), 16gb 3200mhz g.skill, B 450-f Asus, 860 Evo (Windows and Games installed) and a 2tb HDD. Is it a problem with my GPU that my game gets locked at ~15fps or is it something else? I tried reinstalling and verifying the game files but its almost everything lagging in fullscreen.

I ran some temps test and both times the card was sitting between 50-60c, my CPU sits around 35c and 50-55c in-game. I don't know if that would affect anything but wanted to include it.
