I have 1000$ to spend my specs currently are here:
i7 6700 3.4Ghz
Crucial 16GB Ram0
500W power supply
gtx 1060 SC
500GB SSD

my first option was to just get a gtx 1080 ti but then my CPU might bottleneck in 1080P so I decided on a ryzen 1700X and a gtx 1070 idk which one I should get.
 
Solution
At 1080p (even on a 144Hz monitor), the GTX 1080 Ti would be overkill. If you are seriously considering such GPU, you would have to first invest on a 1440p/144Hz monitor (or a 4K/60Hz, whichever you prefer). Additionally, it is recommended that you have a good-quality PSU (650W recommended) for such GTX 1080 Ti. Your i7-6700 can handle such setup.

Getting a Ryzen 1700X for gaming purposes only is not a good idea - unless you are also using the PC for workstation purposes where the high core count matters. Not to mention, you would be overhauling your motherboard (and all software, drivers, et. al.) and purchase an aftermarket cooler just to change your current i7-6700 to the 1700X.

The jump from GTX 1060 to a GTX 1070 is minimal...

The jump from GTX 1060 to a GTX 1070 is minimal compared to the GTX 1060 to a GTX 1080 Ti, as far as gaming graphics is concerned. But prices of the GTX 1070 might still be too steep, as such, a GTX 1080 would be considered a better value option.

A GTX 1080 would be ideal for 1080p/144Hz (but not at 1080p/60Hz). So in that case, a high refresh rate monitor would still be in order for fast-paced gaming purposes.
