FX 6300 stock speeds really low cinebench R15 scores

I have an FX6300 and I recently benchmarked with Cinebench R15. I have the processor liquid cooled (Cooler Master 240V) and it doesn't go above 30c. However, I'm getting 223cb in cinebench, which puts it below a laptop i3. Others with the FX6300 have scores around 400-500. When I'm benchmarking, my CPU usage never goes above 57%. I have windows set to high performance power plan.

What motherboard? What's the CPU frequency while benchmarking Cinebench R15?
