Fx 6300 stucks at 1.39 ghz

Hello guys,

I have this problem for 2 weeks. I turn on computer and using like 3-4 hours(game, internet etc.)
then this problem appears suddenly and i can't solve until restart or turn off computer. Even i open a game or something like big programs it is still at 1.39 or 1.37 ghz. Sometimes it is like 3ghz or more transiently then return 1.37 ghz or whatever. Temperature normal. Here is stress test which is very interesting.

Stress test is run 15 minutes. I use computer 3 hours which you can see task manager. Cpu max degree is 57 Celcius, this should be from playing league of legends.
Aida and CoreTemp shows cpu usage is 100% but Windows10 shows 70%
Temperatures is 27-27 Celcius.
There is a problem.Normally, a stress test should be arise the degrees but i see 27-27 Celcius. My cpu cooler is "XIGMATEK RED SCORPION" and case is "carbige 200r" you can see it is not a perfect cooling system. I use computer 3 hours which you can see task manager. Cpu max degree is 57 Celcius, this should be from playing league of legends. Why this is happening?

In the meantime, computer freezes frequently. Now, when i write this post, it freezes and this is torture for me. I need restart.

Motherborad: Gigabyte GA-970A-UD3P

run on 3,64-3.67 ghz
100% load (3 different programs same result)

What power supply are you using as it could be limited by the amount of power available but then if you say it works fine for 3-4 hours maybe not I don't know just an idea.

My power supply is Corsair CX600M 600W Modüler 80+ Bronze. It is enough for this system. btw i checked all cables in case but doesn't change. Also all fan's rpm is optimal.
