FX-6300 Throttling at 1.4 GHz

Specs: FX-6300, 8GB DDR3 1600mhz RAM, MSI 970A-G46 MoBo, R9 390 PCS+ Powercolor, Rosewill ARC-650 650W PSU

So I upgraded from a GTX 960 to an R9 390, and I started to get FPS drops. I scoured my rig and found my FX-6300 is throttling at 1.4GHz, way too low for gaming. I checked my BIOS, I says its running at stock. Check CPU-Z, Open Hardware Moniter, and others, 1.4GHz. I have any power saving features turned off, AMD Turbo boost turned on, and many many other things have been tried. Manually overclocking: Nope. AMD Overdrive: Didn't fix it. BIOS flash: You joking m8? Not gonna work here!

I hope you guys can help me, cause I'm at my wit's end. Thanks ahead of time.
 
I don't know why your FX 6300 is stuck at 1.4 GHz, but anyway, you'll probably have a worse gaming experience with an 390/6300 than with a 960/6300. The R9 390 is simply too fast for a FX 6300, even if you'd oveclock this CPU.
 
after turning off CnQ and AMD turbo try setting voltage on the vcore to manual and not auto.. maybe your PSU isnt delivering..
BTW what is the psu?
Then id set everything to manual w.o an OC with a slight voltage bump.
 


My PSU is at the top in the OP, ARC-650 650W PSU

I have already tried to set the clocks manually but still no cigar. As I said, my bios says it is running stock, but it is throttling at 1.4 GHz. I know my processor is a bad match for an R9 390, but im going to upgrade my CPU soon to intel. I just want a decent speed until I get a new one.
 


Yes, I'm going to flash a new bios, so hopefully that will work.
 
the MSI 970 gas a switch on it that allows you to throttle the CPU. don't know why its there, I'm sure it serves some higher purpose but check your manual for the location. its probably set to "Slow". Turn it off and you'll be back to normal.
