FX-6300 Voltage Unstable in CPU-Z?

So I've had my 6300 for a while at 4.0 on the stock cooler with no problems. Just got a hyper 212 and am looking to do a more serious OC. Went in and tweaked some settings...CPU-Z shows a fluctuating clock speed (like 1500-4500mhz) at idle and a voltage that jumps around between 1.440 and something like .9...when I put it under full load in prime voltage goes down to something like 1.303...and I'm set at 1.45 in BIOS.

I have all settings like load line disabled...really stumped on this one? Is there something in Windows itself that could be messing with me, or a feature in BIOS I'm overlooking? Or maybe cpu-z is feeding me bad info?
 
Solution
It's an ASUS board. Through trial and error I found having line leveling enabled made the problem go away. I'm going to play with it some more and post my final results and settings once I get a solid OC.
