Hi, guys, I opt for the CPU.

What build more preferable in your opinion? What are you think about it in general?
 


First off, if you're going to overclock that AMD processor, you'll need liquid cooling or a very strong air cooler. As many have said before, these were born overheating.

Since you have a GTX970 in both, I'll assume you're a gamer, and based on that fact, I would got with an Intel CPU. The 4460, however, is a Haswell-Refresh, so I wouldn't go for an H81 chipset, since many require a bios update PRIOR to using the CPU, so if you don't already have a CPU to fit in there that isn't Haswell-Refresh, you might not be able to start the computer at all. I think you'd best go for an H97 chipset. Since you don't plan on having 2 cards in SLI, something like the ASRock H97 anniversary might do the trick for you.
 
If the 8320 is cheaper and you enjoy tinkering, then go with it. OC'ing is fun and easy. You generally won't notice the difference between the two, thus go with the lower cost. Considering both AM3+ and 1150 are both dead. You can also go with a 1151 for future upgrade path.

With the ASUS you can SLI in the future as well. Just don't forget that cooling that 8320 @ 4.7 will be expensive, do your research and set a budget for about $100 USD for cooler.
 
The H81M-K out of box has bios revision 1103 so you'd be good to use a refresh chip with it without having to flash the bios prior.

Regardless, I'd consider this alternative.

I agree that skylake is better, but I can't assume that the OP is from the US or the prices of the local parts store might be different.

If they have access to affordable skylake, then the best is to get the i3 6100, the performances/dollar right now.
