Fx-8320 stuck at 1.4GHz

First time posting but im at the end of my rope. My 8320 is stuck at 1.4GHz with a multiplier of 7x. Task manager, Cpu-Z, and hw monitor have all confirmed it. I have the asus m5a99x evo r2.0, All the power saving options are disabled, temps are fine, I flashed the latest bios, and I even set all the voltages and multiplier manually to stock yet still nothing has helped. In windows my cpu power is set at 100% as well so it isnt that. I tried oc software like amd overdrive but even moving the multiplier on that does nothing. I really could use some help on here guys so any input at all would be appreciated.

So, in the bios your multiplier is set to 7x and you´re unable to change it?
Maybe you just meant that the cpu works with 1.4GHz at idle.
That´s normal it should only clock higher under load. (->Temp and Power)

Otherwise I assume there is something wrong with your Bios settings,
or that your temps are not fine.
Your mobo should not be a problem.

But i need more information, maybe a bios-screenshot/photo?
Are you really sure the temps are fine? What temps do you have?

Thanks for the reply! No in the BIOS the multiplier is set to 18x and the target speed is 3.5GHz. Even under 100% load it won't go up at all. If I change the bus speed however the clock will rise. I got it to 2.4GHz.
