FX 8320 Temp Issues

I recently purchased FX 8320 along with Arctic Freezer Extreme 2.0 Cooler
the temps are too high
CPU idles at 30'C without any load (just looking at desktop)
under even small loads like 20% the temp goes all the way up to 70 'C
what is wrong here? the cooler is a good one and still!!!

I think you might have put on too much or too little thermal paste or blocked the sides of the chip, just reapply and check again (youtube video's on how to exactly put it on for AMD-bulldozer+ chips)
