Fx-8320 wont run past 3.7Ghz in stock settings

A few days ago a built a new computer and I noticed that my processor wont run past 3.7Ghz even when the turbo is set to 4Ghz. Any ideas on what the issue could be?

When I play battlefield 4 the cpu wont go past 3.7Ghz, and I watch it through AOD and task manager. My motherboard is a MSI 970 gaming and I have a CX600M psu. The temps are around 130F.
 
The Turbo Boost function wasn't exactly a perfect science with the Piledriver-based processors. The 4.0ghz number quoted is only for some of the cores, when thermals allow for it. Chances are that your processor is running at 3.7ghz on all the cores, which is common, since the base clock is 3.5ghz.

What is your video card?

Also, have you tempered with the CPU's voltage? Multiplier? Basically, have you entered the BIOS?

In addition, the full name of your mobo (model etc'..) would be nice

You probably just got a dud, like I did. Mine would not go past 3.7 GHz either. I undervolted to bring temps down (60C stressed to 40-44C stressed), still the same. I took off turbo boost, enabled "performance PC", and have it running at 3.8 GHz. I can get it to run at 3.9, but it is not stable. And I don't want to add voltage and see those temps shoot back up.
