[SOLVED] FX 8320E hard locked at 1.38 GHz

I built a system with parts that I had on hand from past builds. After I put the system together I moved in to benchmarks and got some pretty terrible scores. I opened CoreTemp and CPU-Z and re-ran the benchmarks and saw that the CPU never went above 43% utilization, and stayed locked at 1.38 GHz, never going above or below. I switched power plans to high, checked temps (all in safe range), and got a fresh Windows install and still no change. My specs are an AMD FX 8320E, an XFX RX 470, 8GB of PNY anarchy RAM, and an MSi 970 gaming motherboard. Any advice is appreciated.

Did you check the bios settings? Reset bios to default settings if you're unsure.

Did you flip on the Slow Mode switch by accident, by any chance?

I have no idea why such a thing is even a feature either...
