FX 8320e overclock multiplier drop during prime95

So I just picked up a FX 8320e for some experimenting and overclocking. I have it sitting at 4.2ghz at 1.375v.

During stress testing my multiplier will briefly but consistantly drop from 21 to 7 (4.2ghz to 1.4ghz) in prime95. I tried running aida64 for stress testing, but it was showing my CPU temp hitting 58c but my cores never got over 39c and I honestly dont know what to believe with that program.

I am back to trying prime95 but have the same problem with the multiplier. I am running HWmonitor, open hardware monitor, coretemp and speedfan to monitor temps. All of them show core/package running around 44c and never over 47c except in speedfan where the CPU reached up to 68c and then fell to 60c (core still only showing 44c). The CPU load never drops during stress.

I have c1 state, c6 state and CnQ turned off in the bios, cpu fan at full on a hyper 212 evo. I am also experiencing HUGE vdroop due to no LLC (that I can find) in the bios.

For the life of me I cannot figure out why my multiplier keeps dropping or if its even a problem. I can't tell if its thermal throttling or not, but all points to temps being fine.

alright. Thanks for ALL the help, but I think I figured it out. The CPU was throttling due to socket temperatures. My cpu cores are well within thermal limits but my socket temps were getting over 70c causing the throttle. Oh well. Thanks anyway.
 
Ok so apparently I lied. I got my socket temps running right around 65c and my cores right at 52c with 1.375v. Still throttling down the multiplier from 22.5 to 7. Not failing any tests but still annoying.

Btw I got the vdroop problem under control-ish. I changed the Vcore offset so not at idle its running at 1.4v but under load its at 1.36 according to CPU-z.

any ideas? This is baffling me so hard!
