FX 8350 100% Usage for no reason.

FX 8350 reaching 80-100% and I can't do anything. This started today when suddenly my system started underperforming. I can often see a process Called system interrupts which makes my CPU reach 100%. Note, cpu still reaches 100% even when system interrupts isn't running. When. I do nothing it goes from 4% to 9%. Temps from overdrive seem okay (40 degrees Celsius) (Lower is better), I remember changing some stuff in the power plan and also disabling CPU core parking, what do I do
 
I have an FX-8350 and today it has started reaching 80-100% usage, I have no idea what the hell is going on, Whole PC is lagging because of it, task manager doesn't show what's causing the problem and some apps I open like Google chrome use more resources than what they should normally use. Still, what's using most of my CPU is hidden. Could it be a virus? Dying CPU? (I've had it for 2 years)
 

I've already done this, no fix. Even when I don't use chrome and try to run a game it runs terrible, in a few words, PC can't even game anymore, had overwatch ultra 80fps now I get 22. Idk what do to, scanned with bitdefender and found nothing
 
Use Task Manager (continue to use in your case) and Resource Monitor to observe what is running on your system and what resources are being used.

Open one or the other, explore, learn your way around the tool to see what information is being provided and how to select and sort or otherwise drill down to details. Often overlooked is the ability to sort on any given column....

Then slide the window to one side but leave open. Then game as usual while watching whichever tool you have open.

Look for any change that corresponds to the sluggishness. Perhaps some background app trying to backup, "phone home", or update. May be buggy or corrupted.

And remember Resource Monitor - check there also. The objective is to find some pattern or combination of things that leads to the slowdown.

Pay attention to the Startup tab. Look for some unidentifiable app, process, or service that may launch.

No need to immediately starting ending tasks or disabling anything. The first objective is to find some possible reason(s) for the slowdown.



 
I have an FX-8350 and many problems have been going on the past 2 days, I'm unable to run any game like I used to (overwatch 80 fps ultra now 22) (Apex legends 90+ and now it won't even load) I have no new apps downloaded, I installed nothing new until this started happening, my temps are fine although I'd like to know if high temp could cause a problem like this. Whenever I move the mouse the CPU quickly reaches 100% ( like, 11% 28% 48% 70% and so on until I stop, someone I know blamed my outdated windows 10 version and that Microsoft can play games like these if you don't keep up with the versions, what do you guys think? Faulty Hardware, Corrupted files or something else? I checked for viruses and found nothing.
Ram is also considerably high all the Time without running anything (47% out of the 8 gigs I got) Please help

No ssd just 2 hard drives
Thermaltake toughpower rgb gold 750w
No I haven't ran Malwarebytes but I've ran Bitdefender scan, think it would make a difference?
 
Okay so, Ive tried everything people recommend for fixing this problem. So after so many failed attempts i decided to get a more "live" help from you guys. In this PC i have an FX-8350 running at 4.2 ghz and recently ive noticed it lags in games, very very often, When I open task manager the process "System Interrupts" is running and using very high percentage of the CPU 75+. So I think that just doesnt Let the game get enough CPU power therefore it starts lagging. What do you guys recommend?
