Depending on the brand of the PSU, if you're going generic, then no.
8350 is a power hungry cpu and demands power.

What was the PSU you were planning on buying?

As long as he doesn't SLI 2 or more cards he should be fine

Errr. I'd get a higher wattage psu. With his setup he's going to eventually want more power, or even an upgrade. It would be better buying one psu rather than one now and another later
