would my fx 8350 overclock to 4.5ghz bottleneck my r9 390x at stock, and will it make in min fps a difference if i set the cpu at 4.6ghz

The processor is fine. It wont really bottleneck that card, and no overclock will ever make a noticeable difference in games.

At times you may find the i5 4460 will surpass the 8350 in FPS by three, maybe five frames. Other times you will find the opposite is true.

The answer is simple: Most, if not all, modern Triple A games today absolutely do not require more CPU power than an FX 8350 at stock clock.

The only way to determine if there is a bottleneck would be to put a weaker card in your machine and see if it performs the same or worse. If it's the same, then you've been bottlenecked. 4.6GHz vs 4.5GHz is like driving 46mph versus 45mph - do you get there faster? Sure, but you won't notice it.
