Keep in mind that core parking is not necessarily a permanent affair. Parking typically occurs multiple times on multiple cores at various lengths of times simply based on your run of the mill install of Windows (a core can be parked and then unparked in a matter of m.s.). Windows actually parks cores, whether you like it or not, right off the bat (especially so on laptops for battery life). If temps are your true concern, turning to a better heatsink or closed loop system would be the way to go.
