FX-8350 Extremely underperforming by 75% Help Requested

Ok, so I have spent quite a bit of money and spent hours researching different threads and trying solutions. I am out of ideas. The problem is my CPU(FX-8350) is underperforming miserably. I have every single game I play on the lowest possible settings with a majority of them off and I still rake in about 5-10 fps in new(ish) games. Games I play include: Starcraft II, World of Warcraft, DayZ, H1z1 etc. I recently decided to try the benchmark software Performance test 8.0. The results I received blew my mind.
The results were all above average except for my cpu. The CPU got CPUMark of 3195 (the average FX-8150 is at 7552 and is 136% better performance than my FX-8350)
This is insane and explains why my fps in games is such crap.
Also, other FX-8350s CPUMark is at 8,999 which is what mine should be operating at.


As I said, I have every single setting set to lowest possible or set to off. I have tried setting it to medium and high graphics to no avail. It only gets worse.

My rig:
AMD FX-8350 8 Core Overclocked @ 4.7GHz w/ H100i Liquid cooler maintaining a 16 C temp.
MSI 760GM-P21 (FX) MOBO
16GB DDR3 RAM (@1600MHz)
GeForce GTX 660 (Stock)
EVGA Bronze 850w PSU
Samsung 128GB SSD (Boot & System Storage)

Things I have tried:


  • Windows Clean install
    BIOS has been updated.
    All drivers updated.
    No viruses(scans performed by Security Essentials & Norton)
    No Malware
    BIOS settings set to high performance(no green power savings)
    Nvidia control settings set to optimal performance(ive done tons of research for the best settings)
    No Overclock/Overclock up to 5.0Ghz
    Temps monitoring (Stay around 16C)
    2 seperate benchmark software
    RMA Graphics Card
    New PSU
    RMA MOBO

And yet, im still plagued with this well under-performing system. It is really frustrating when you speak to someone who has a rig with half the specs as you and yet they can run a game on medium with a constant 30 fps. (At least)

I also have read topics speaking about Blizzard games only utilize 2 cores of your cpu. However, something is definitely wrong here.

Any help/suggestions are welcome. Please help me.

I have an 8350 also in a MSI990FXA-GD80 with 16 GBs of 2133 DDR3, and I was beat to the punch, but I definitely agree that the mobo is the culprit in this case. I scored close to 8000 in CPUMark and just under 9000 in 3DMark. I have a 3GB HD7970 GPU, but you should still be scoring comparatively close to what I did. Switch mobos and I would be pretty sure to bet that you will see a dramatic increase in performance.
I remember with an older AMD CPU I had (Athlon series) I had similar problems with poor performance due to the CPU cache being disabled in the BIOS. I may be grasping at straws here with the suggestion, but it sounds like you've already checked most of the other causes.
 
Not quite, however, the liquid cooler does a great job. Ive never seen it higher than 20C. The cpu is underperforming by a long shot. Could it be underclocking itself ? which in-turn would keep the heat really low? Also, I have downloaded Prime95. Never used it before. What should I run with it?
 


First of all, set everything to stock, and take all your OC settings off. I would reset your bios defaults, so everything is as it should be. Then test again.

On top of that, do the same with your GPU. Take off any overclocks and do set everything to default.

Test with EVERYTHI|NG at stock, and report back.

It most certainly sounds like something is very wrong. Lets start at the start and trouble shoot from there.
 
Thanks for your reply keith! I have set everything to defaults as requested. I ran the CPUMark benchmark and received a 3161 (139% less than FX-8150). GPU was never overclocked but I ran the benchmark again and received the same results. Everything was good on the GPU end.
 
Your motherboard is not made for FX 8350 it only supports 95W CPU and your is rated 125W.And FX 8350 is not on list of supported CPU on MSI site.There is your problem.You are geting thermal Throttling all over the board.Only thing you can try is to set CPU at 3.5 and under volt it as much as you can.Try with that and report back.

Holy crap. I think you are right on the money. It makes sense. I changed out the MOBO a while back from a Gigabyte to this older one from MSI. (The gigabyte was giving me trouble.) And I remember that is about the timeline where things went downhill.
I have ordered another gigabyte from amazon and will get it tomorrow evening. I will install it and report back as soon as results come in. Thanks for everyone's help! This community is on point!
