FX-8350 heating up with water cooled??

So my cpu is hitting around 60c on a stock set up.
setup:
Fx-8350 cpu
asus 970 mobo
lepa exllusion 240mm water cooled
Arctic silver thermal paste

trying to get a baseline set for over clocking but with it set at 4.2Ghz im hitting temps of 60-61c on my cores
69-70 on my socket temp.
i also have a fan behind the mobo
any ideas??

Ideal temperatures are 10-15C above ambient room temperature and 60-65C under load.
So your temps are ideal at 4.2GHz if what you have is under stress load.
Thank you. I have been able to over clock up to 4.6GHz using multiplier and adding voltage a little at a time. Right now I'm at 23 on my multiplier and my cpu voltage is at 1.875V I think. When I run Prime95 my cpu maxes on at about 65-66C but one core becomes unstable.
I have found that 4.5ghz 22.5 multiplier and 1.750V to run warm at 62C but is stable.
 
what is your room temp?
I have a 8350 myself with only air cooling "evo212"
I had it running at 4.3ghz with a quick load test (about 5min) my temp was 47C max my room temp was about 20c (I live in canada).

what kinda water cooling do you have the real kind? or the all in one kind? if it the all in one kind do you have your case setup as 50/50 push pull air flow? how much cpu paste did you put on your cpu/cpu block? too much or too little may have some effect to it. how long was your test load test. i used to have a full water cooling myself on a Q6600. i find that the temp is very good for the first 60min or so. caz that was about the time to take for all my water to heat up so it about your radiator once pass that point.

 
About 18-20C for room temp. I am new to watercooling so im not sure what the "real kind" is haha.
I put a pea size drop of thermal paste
My temps at idle will go from 25C to 63C in about 45 secs

What you have is an AIO closed loop Cooler and its doing its job.
What was referred to as "real kind" would be an open loop system.

Prime95 is an aggressive stress tester and its synthetic algorithm will torture your CPU to the MAX.
I only ever use it for 10mins on small FFT. If I use it!!

For a real world stress tester, use ROG "Realbench" which will also test your sub systems. If you can pass the test with Realbench then your 24/7 stable.
 
thank you. I will start using Realbench and see how it runs, But i do believe my pump is going out on my cooler as it seems to have very poor flow.
