Fx 8350 issues

I just built my brothers pc with an 8350 and a gtx 1060 6GB, 8gb hyperX ram, and a gigabyte ga-78lmt-usb3 motherboard. It can't run anything. I'm trying to load rust, on potato settings, I get 45 fps average. My cpu runs around 80% ~4.1ghz average whilst playing rust, but it seems like it's not doing anything. I tried streaming SWTOR on it, on the lowest settings, I was getting 30 fps. THis is all in 1080p. Is this normal?

This was why I said he was close but a little under what I expected. Depending on the game one thread may be maxing out and the rest (for both you) showing less then 90-100% usage. His may just be compounded with other software issues, also why I mentioned the steps I would take to try and fix it.
Sadly yes. AMD really dropped the ball back in the bulldozer/excavator days. Those CPUs are wholly underpowered for gaming. While your frame rate seems a little low, it isn't exactly far off what I would expect either. You could try running DDU to clean up the graphics driver a little, Setting windows tasks to on core/2 threads in processor affinity (task bar under details right click programs you want to assign to CPU threads) and gaming tasks on the remaining threads...The last thing you could do is increase the prioritization of gaming tasks again under task manger in details right clicking said program.

Weird, I have a 6300 and no game so far made it go over 70% average usage. Buddy has 8370 and a GTX 970 and he runs pretty much every game on ultra without a problem.

Solution
I'd avoid an i5 for gaming. They are showing signs of bottlenecking in a lot of games now due to low number of threads. You want $C/8T minimum, ideally 6C/12T. I would look at a ryzen build if I were you. For the cost of an i5 you can get a r5 1600
 
No, that is not normal. I have an 8350 and a Zotax 1060 6gb mini and I get good performance. I get around 60FPS on Mass Effect Andromeda on ultra settings at 1080p, and that is a lot more demanding than SWTOR.
